But whenever i try to transfer the photos from my pc (windows) to it it says iphone is using icloud for the photos and i cannot do nothing!

I already disable icloud in settings of the iphone.

With iCloud Photos enabled on your iPhone, it syncs photos between your devices using iCloud, and the photo library is automatically updated across all devices connected to your iCloud account. This means you cannot manually sync photos directly from your PC to your iPhone using traditional methods like dragging and dropping through Finder or iTunes.

If you want to transfer photos from your PC to your iPhone, you must upload them to iCloud Photos. After uploading the photos to iCloud, they will sync automatically to your iPhone, provided it's connected to the same iCloud account and iCloud Photos is enabled on both devices.

To do this, you can upload photos from your PC to iCloud using the iCloud for Windows app or by accessing iCloud.com through a browser. Once uploaded, the photos should appear on your iPhone.
