Por qué no puede las llamadas con Wi-Fi

necesito que me actives las llamadas con Wi-Fi para poder llamar

Tengo un problema, que cuando se me bloquea el móvil ser apaga el wifi y cuando lo desbloqueo se conecta automáticamente entonces en ese momento recién me llegan los mensajes de whatsapp y eso es molesto, yo no quiero que se me apague el wifi Tengo la ultima versión de iOS, y sigo con este problema cuando bloqueo mi dispositivo se desconecta del wifi y cuando voy a usar mi móvil esta desconectado y cuando lo desbloqueo se conecta inmediatamente y con eso recién llega las notificaciones de las aplicaciones de red Social,como whatsapp, Messenger, etc y también me ha dado este mensaje al cargar

Look in Settings-->Apps-->Phone-->Calls

That being said, you might have to also set it up with your Telco.
