How do I unblock contacts and voicemail on iPhone?

my phone will only let sales people call me. It will not let my contact people call me it has blocked everyone except for sales people. How do I unlock that or unblock that. It will make everyone except for sales people go to voicemail right away. It is blocking voicemail how do I unblock that also. What is the eye in the top right corner in a circle what is it for and I have a SOS in the top right corner what is that for and how do I get rid of it

A "SOS" means that you do not have cellular phone service (e.g., you don't have a valid plan, or you are in a place that your carrier's network does not reach) – but that you can still make emergency calls. Some countries require carriers to put through emergency calls even when the person calling is not their customer.
