"Can only add five recovery contacts" but I don't even have one and cannot add any

"Can only add five recovery contacts" but I don't have a recovery contact at all, zero, to my knowledge. I never assigned one. I've tried to add my daughters from my family sharing group. I have also tried to add outside someone outside the family group. Device still says "can only have five contacts..."

How do I obtain a list of these five recovery contacts for my iCloud account? I'd really like to know who they are.
