If your iPhone was purchased from a reputable dealer and not a counterfeit, then:
This is a scam. Your iPhone is not hacked. Do NOT use any of the information provided and do NOT follow any instructions provided.
If however, you purchased the iPhone from an untrustworthy source (per varjaw paw's question), then it may indeed be some type of counterfeit iPhone or a rooted device that has major issues.

Did you buy the phone from an authorized Apple dealer? If not, then there's no way to know what might be going on with it. It may well be stolen and is still being managed by the original owner. Also, if you mean it was unlocked from a cell carrier via JV iPhone unlocking, that is in essence a third-party hack, not supported by Apple or any cell carrier, and could have caused all sorts of problems.
Regardless, if just restarting the iPhone doesn't help, I would suggest restoring it to factory settings:

If when you try to do that it says that it is being managed or it insists on a password from someone else, then you did not buy a new iPhone and as I said it may well have been stolen, or at least wasn't properly prepared for resale. Go back to whoever you bought it from and get your money back.

It's a scam pushed by whatever website you're on.
Your phone was not "hacked".
Not if it is being managed by a system run by the previous owner, no. If that is the case, then again you may well be in possession of stolen property and should turn that iPhone in to the police and get a new iPhone, this time from an authorized reseller.
You are almost certainly at a loss unless you can get a refund from where you purchased from.

I have never heard of this sort of thing happening on an iPhone. I have to guess that this is a scam or prank of some sort, though I cannot say with any certainty. From where did you buy this iPhone, and when?

the sound does not cones on a specific app or web it sounds after a interval and it ran 4 to 5 times in total
