Stuck with a bricked phone from eBay

I've bought an iPhone 8 from eBay and it came with an "activation lock"

I did some searching around and it seems like it is completely bricked and I am SOL because I don't have contact with the original owner and no proof of purchase. Is this true? Did I waste my money?

If it was disclosed in the sale that it was activation locked, you got exactly what you paid for. A paper-weight.

Sorry. There's no way around it. Toss it in the recycle bin at your nearest electronics store.

If it was NOT disclosed in the sale, then file a claim under eBay's buyer protection program and get your money back if the seller will not refund your money.
