Unable to accept the new iCloud terms and conditions on iPhone 6s

My husband has an Apple, 6S iPhone and under the Apple ID suggestions it has new iCloud terms and conditions to use iCloud on this iPhone. You must accept the new iCloud terms and conditions and enter your iPhone passcode. After you hit continue it continues to scroll. I have turned the phone off and turned it back on. I have signed out and signed back in and checked my Internet connection is continuing to do the same thing I need help please because it is affecting his storage now
