Iphone blocked by another person

There is very little anyone here, who are all just fellow users, can tell you since we have no access to the documentation you've provided nor Apple's internal processes to know why they have refused your request. All we can suggest is that you call Apple Support directly and talk to them about the problem. Note, however, that if you are unable to provide an original receipt from an authorized Apple reseller showing both your name and the serial number of the iPhone, Apple would not be able to verify your ownership and will refuse to help.

Apple ID and Activation Lock

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
