Downloaded files missing in iPad files app
Downloaded two ESTA forms for the USA. Cannot find them anywhere please help

Generally, unless you have intentionally chosen to save a download elsewhere, your downloaded files will be in your Downloads folder. This is easily found in the sidebar of the iPad's Files App:
You can set the default location for downloaded files within iPad settings:
Settings > Apps > Safari > [General] Downloads - select from iCloud Drive, On My iPad or Other...
If you select Other, you can choose any folder to which you can navigate.
