'Contact iTunes' error while making a purchase on iPhone

every time i want to buy smth online it just says not accepcted and for me to contact itunes

You will either need to use the link in the message that is provided to you or this one to Contact Apple:

Contact Apple for support and service - Apple Support


We have no access to your account, so are unable to tell you what the problem is, but most likely it will have something to do with your current payment method. Adding a different payment method may help with future transactions, but still does not identify the problem with the original one.
