I would like to ask if we get the Family option for apple one if the iCloud is shared not like the storage but the actual files like photos or is like that only i am able to see the files not even the one who created the family ?

Either with Apple One or without it, the shared storage space provided by Family Sharing and iCloud+ makes available the space for all participants, but not the contents of other members.
Apple is quite clear on this in the Apple One page:
For all the subscriptions you share, family members will have private access across all their devices — they won’t see each other’s activity or have access to each other’s private documents and files.
If you want to share photos you can set up shared albums.
