Connecting a Samsung 22A33 monitor to my MacBook Air

I am attempting to connect a mirror monitor (Samsung 22A33) to my Mac laptop. It’s running OS 10.12.6 which is about 10 years old. There is no update available that will fit. There is no usb-c port on this older model so I purchased a wave link HDMI adapter. (WL-UG 7602HC) I don’t know why I didn’t buy one from Apple. Anyway, the driver for the adapter downloaded without issue. I restarted it, but it will not detect that second monitor. I tried to force it to recognize by pressing the option key and then detect monitors.-nothing. What am I missing?

My suggestion would be to ditch the WavLink adapter and uninstall its driver.

You didn't identify your MacBook Air, but since it is running Sierra, it must be one released between Late 2010 and 2017, inclusive. All of those Macs have a port with a Mini DisplayPort connector (a Mini DisplayPort, Thunderbolt 1 port, or Thunderbolt 2 port) that supports Mini DisplayPort displays with resolutions of up to 2560x1600 pixels. So you should be able to connect the display using a Mini DisplayPort to HDMI adapter or adapter cable.

You might also want to run the monitor in extended desktop mode, so the Mac doesn't try to force a resolution that is a compromise between the resolutions of the internal screen and the external one.

Samsung – 22" S33A FHD Wide Viewing Angle Flat Monitor

22", 1920x1080 pixel monitor with a 60 Hz refresh rate, a HDMI input, and no other video inputs.

WavLink – UG7602HC USB3.0/USB-C to HDMI Dual Display Adapter

This appears to be a "stunt box" type adapter that uses a second-class workaround technology to drive its HDMI outputs. Two big clues are that you can connect it via USB-A, and that the description mentions a driver.
