I only have 1K photos, yet it takes up to 20+ GB in my phone? I don’t know how to deal with this anymore, I can’t delete it and my iCloud is full… does someone please have an answer to this issue? I don’t think it’s normal that it takes that much storage, my phone isn’t even functioning properly because of it.

With the current screen shot it is showing 15GB of videos and with those removed Photos would only show about 9GB of memory. After you deleted the Videos also make sure to delete them from your Recently Deleted album to free up the space, otherwise they will remain there for 30 days in case you change your mind.
Depending on how much iCloud Storage you have, you may still need to take additional steps. The free iCloud plan only includes 5GB of storage and just WhatsApp is taking up 3GB. There simply would not be enough space in the 5GB plan to back up your device unless you excluded just about everything in that iCloud Backup.

It's videos, not photos, that are taking up the space. Click on the "Review your Videos" link and decide which ones you want to keep.
I removed the videos that took too much space too.. even when I don’t have them there is still a problem. And I don’t have anywhere to keep my memories too..
