I am not able to read files from a USB on an older IPad mini of my Dad which runs on IOS 12.5.7 whereas able to read on my newer IPAD air. Can you help on this.

As your iPad mini has a Lightning port, you will require an Apple an Apple Lightning to USB3 Camera Adapter:

As the iPad mini may be unable to provide adequate power to the connected USB storage, you will need to also connect your iPad's Power Adapter to the USB Adapter.

Have you connected your Power Adapter as well as the USB storage? Many USB devices require more power than the iPad alone can provide.
I am using the same adapter but the usb is not showing up in the files app. It is showing up in the newer iPad.
