Give this a try: boot into Safe Mode according to How to use safe mode on your Mac and test to see if the problem persists. Reboot normally and test again.
NOTE 1: Safe Mode boot can take up to 3 - 5 minutes as it's doing the following;
• Verifies your startup disk and attempts to repair directory issues, if needed
• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)
• Prevents Startup Items and Login Items from opening automatically
• Disables user-installed fonts
• Deletes font caches, kernel cache, and other system cache files
NOTE 2: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will insure a successful boot into Safe Mode.
Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac?

That's too bad. Try
But again, can you not use the Edit menu for this? Or Fn/Globe E?

You tell us. No experience with webroot (which also causes other problems, like no accent menus).
Still curious whether the Edit menu does not work for you...
Clicking on the Pause Secure Keyboard Entry worked. 🫤 Do I have to do that now any time I want to enter an emoji? Seems cumbersome...
I have to double-click emoji's.
So now that I have clicked on Webroot Pause Secure Keyboard Entry, and then clicked it back off again, I get the emojis from Edit menu, but when I click on an emoji, it does not go into the email I am composing.

Have you tried using Edit > Emoji and Symbols?
Plus the shortcuts in 15.2 are
Thanks. Safe Mode boot didn't help. We're required to run Webroot at all times on our computers. But the emojis worked perfectly WITH Webroot running for several years in a row, until recently, when the emojis stopped working. I appreciate your trying to help me.
FWIW, command+control+space works also.
Did this get fixed?
