Restore Error 4013 - Boot Loops right when restore begins.

Hey, I am trying to restore an iPad Air 2 which boot loops and boots into recovery mode but not into iOS.

Ive tried:

Entering recovery mode.
Charging.
Restore & Update (right as I begin to restore OR update, the iPad boot loops right as it begins, which triggers the message "An unknown error has occurred. (4013)"
Hard Reset (it just boot loops)
Checking connections. (Cable, and inspecting ports on both the iPad and Macbook.)
Attempting on Windows (11) and Mac (Ventura)
Using Disk Utility.

I cannot try:

Anything inside the iPads settings, since iOS/iPadOS cannot be accessed due to the boot looping.

Ive also tried to restore/update on MacOS and Windows. (newest iTunes version, and MacOS Ventura.)

If the issue isn't resolved, I'd like to know why it would be doing this please if possible.
