I used Costco tradein for my iPad Air 5.

Apple cannot do anything about trade-in issues with or through Costco, nor can anyone here do anything to help with that. If you wish to purchase a new iPad directly from Apple, you can try their trade-in program to which Katana-San linked, though be aware that their trade-in partner will also inspect the iPad before you're actually given the credit.

If you want to purchase from Costco, though, then they're apparently not going to accept your trade-in and you'll need to sell the iPad yourself.

I'm confused. Did you originally buy the iPad from Costco? "Tied to a Verizon account" sounds like someone had previously bought and set up the iPad. That possibility alone raises suspicions about its provenance.
