My card is not working I have no subscriptions and it says I have to pay money I don’t know if someone hacked me and used my email and make accounts but I have no subscriptions I’m paying for now I can’t download apps because it’s trying to take money out of my account

That means you have a previous charge that has not been paid. Review your Purchase History for pending transactions.

You won't be able to continue and use the App Store if you owe any money. Your email address cannot be used to create an account, so that has not been hacked. In order for someone to use your email, they would need your Password to sign into another device. In addition a purchase will require double clicking the side button followed by verification with FaceID/Passcode, so it is not something that can be done by accident or without someone knowing the Passcode to your phone.
