iPad stuck on update screen

My iPad was updating, and then it froze. I downloaded the Apple Devices app. It started updating but got stuck on this screen. A forced restart doesn't work.

Did all my passcode and authorizations and left it alone once it got to the black logo screen and install progress bar. It was frozen at around 5% progress for 1 hour so I did a hard reset. Tried reinstalling the update and same issue. I tried to factory restore it and still freezing right after very little progress made. How can I fix my frozen iPad after iPadOS 18.3 update? Just tried installing 18.3 update on my iPad via Apple Devices app on my PC. iPad screen froze about 1/4 along Apple logo. When I switch iPad off and on it always returns to Apple Devices app where only options are update or restore. Both fail with error 1109 and end with Apple logo and frozen status bar so I am in a vicious circle and cannot restart iPad. Is there any way out of this? [Re-Titled by Moderator]
