There are two issues I can see just from your screenshot. One, you don't seem to have a cellular connection, and two, your battery is in low power. You need to plug the device in and charge it for a while before you try doing this again. Also take a look at this, If you can't activate your iPhone or iPad (Wi-Fi + Cellular) - Apple Support
