It sounds like you’re confusing Apple Pay with Apple Cash. Those are two different Apple products/services. Apple Pay is when you use your iPhone to make a purchase at a merchants location and tap your iPhone on the transaction terminal. Apple Pay allows you to use your credit and or debit cards. Apple Cash is a type of debit card and can be used to send friends and family cash using the Apple Messages app your iPhone.
If the scam for $50 was using Apple Cash and sent via Messages app, you need to contact an Apple Cash Specialist at Green Dot Bank. If it was a scam involving your credit or debit card, you need to contact the fraud team at the bank that issued the card.
