"Forgot email and password: I have forgotten my login info for my old iCloud account. I need some info that was saved on that account but it’s been a couple years since I’ve been able to get into it. I’ve created a new one since then but my card is also still be charged $1.99 a month for extra storage in that iCloud and I would like to be able to get into the account, save what I need to my new iCloud and permanently delete my old one."

Transferring to a New Apple ID:
There is no such thing as an "iCloud Account". All there is , is your Apple Account.
Saving What Need Be:
I. iCloud:
A. Download All of iCloud:
One thought would be to download all of iCloud, and then search through it in Finder on a Mac. You would download it to an external drive, and then open the drive in Finder. Search through it using the search bar on the top-right corner of the Finder window. Once found, you can trash what's iCloud using Finder. B. Download the Rest of iCloud:
