Payment method required for Google app download despite free games

I have plenty of free games with micro transactions without the need of a payment method. But when I try to download Google I need a payment method? I have no clue why, as I have quite a lot of games. Any help is appreciated.

How come I can’t download any free games? Without a “payment method” and do I have to have a payment method to get all games? If not how do I fix it where it won’t need a payment method?
