Can't Sign Out of Apple iD Due to Restrictions

I have a user who is unable to sign out of their Apple iD on their iPad. A message is showing below the Sign Out button that says "Cannot sign out of Apple iD due to restrictions." I am not sure where these restrictions are coming from or how to disable them. Help?

For Screen Time restrictions, go to Settings > Screen Time > Content & Privacy Restrictions > Account Changes. Make sure that is set to Allow. If the device is part of a Family Sharing plan, it will have to be the Organizer of the plan that will need to make that change.

Also if the device is managed by a Work or School Profile, many times that will limit what is allowed on the device. Check for a Profile at Settings > General > VPN & Device Management.
