TikTok has been banned in the US. and therefore it will not be available in the US. Until the ban has been lifted.

Nobody knows if or when it will be back.

TikTok is live once again. However I deleted the app. When will I be able to re-install the app again???

When the US. Government removes the ban.

It was never not live, the rest of the world can still use it.
