Per the NYT article, "the law penalizes app stores, like Apple and Google, and other internet companies, like Oracle, for distributing or updating any TikTok content". Therefore, TikTok is currently unavailable on the Apple app store and Google app store. Apple, nor anyone on this community change that. The US Supreme Court recently upheld the ban and therefore only the US Congress can change the law at this point.

It is not unbanned in the US, and will not be available in the App Store until that changes.

The U.S. Government banned TikTok because the U.S. Government considered TikTok to be a security risk. The USA Today article linked below says there are concerns that TikTok's parent company "is sharing U.S. user data with the Chinese government."
The U.S. Supreme Court upheld the right of the U.S. Government to ban TikTok. TikTok is legally banned in the U.S. Only the U.S. Government has the authority to revoke the ban, and depending on how the TikTok ban was implemented in the first place, that may require passing legislation through Congress.
Trump seems inclined to reverse the ban. Assuming that he can reverse it (or convince Congress to do so), that may take a little time. First he's got to do stuff like - you know – actually being sworn in as President.
Apple's and Google's lawyers would have rocks in their heads if they told Apple and Google executives to "go ahead and restore TikTok early." A Google search suggests that TikTok had 170 million users in the U.S. – so illegally helping them all could result in total fines of $850 billion USD (170 million users times the $5000 fine per user mentioned in the USA Today article). Google and Apple are not going to throw $850 billion into a Dumpster and set that money on fire, just so you can get back on TikTok a day or two earlier.

I'm not sure where you get your information from, but the ban has not been lifted yet.

TikTok is unbanned many people I know are scrolling
You can argue about this all you want, it doesn't change the fact that TikTok IS CURRENTLY BANNED in the US. and will not be available until that ban is lifted.
