The ban has not been lifted.

Trump is talking of lifting the ban, but he is not yet President. Depending on how the ban was implemented, it might take an act of Congress to lift the ban (which the U.S. Supreme Court upheld as legal).

In the meantime, the law provides for fining companies $5000 for each user that they illegally help to access TikTok. There were about 170 million TikTok users in the U.S., which means that if Google and Apple illegally helped users to access TikTok before the Government lifts the ban, they could face a $850 billion USD fine.
