My 86 year old mother with poor sight lives on her ipad. She is confined to her electric lazy boy recliner. She uses it for video,, movies, lots of games. She has arthritis and poor eyesight. What is currently the best iPad for her in 2025?

Not sure what you are looking for as "best".
All iPads essentially work the same way. So in terms of getting large icons and text, any of the currently available iPads will work. The larger screen iPads may be too heavy for her to hold.
For anything else, check what features you want or think she might need and and the budget you have for it, and find one that works in that context.
