I would expect that the exported file only contains the pages I selected in the original PDF.

Another method, drag the pages from the Sidebar to the Desktop, select them all, then right/control click on one of them and choose Quick Actions > Create PDF.

Another way to accomplish what you want is to use the "Print…" dialog, Chose "Selection" then select the pages you want to keep and click the "PDF" button.

That is an incorrect assumption. If you want to save only certain pages, make a copy of the PDF just for safety, delete the pages you don't want and save it.
Print the selected pages to PDF.
"Export as PDF…" is meant to convert a non-PDF document to a PDF. For example an image.
Just to add, "Export…" is meant to export the PDF to a different format.
I don't mean to be sarcastic, but what's the correct assumption for the expected behavior of the "Export as" contextual menu item associated to a selection of pages?

Preview's 'Export as PDF' includes all pages instead of selected ones
