Make sure your phone is locked. Tap and hold the screen but make sure that you DO NOT unlock the phone with face ID. Once the screen says unlock to edit at the top, tap and hold again. Then the screen should say face ID or enter password as shown in the pictures below. Now it would be okay to unlock the phone. Hopefully that works and you can change it. This doesn't fix the problem when the phone is unlocked unfortunately.

If you swipe up and open it will not work. If the Screen is locked it will not work.

Don't swipe up to unlock it entirely. Instead, just use Face ID to unlock it normally, and then you'll be able to access the wallpaper options by pressing firmly again.

Lol, read the caption again. Some people have a bug that doesn't let them change it at all no matter how long they hold it. I've already tried what you've said and you're wrong.
