trying to boot from a bootable usb macOS big sur

ok so i erased everything and reinstalled os x on MacBook air how ever when i go to try to update the mac it says that it can't connect to the app store then i try to download catalina it won't connect to the app store so now i created a bootable usb from my other MacBook air which i upgraded to macOS big sur and now i used the terminal to create a bootable usb drive now when i hold the option key down on the other MacBook and try to boot from the usb it has a o with a line threw it like it will not boot from it at all
