Cellular data is checked as "Off" and can't be enabled so neither line can be used as hotspot.
My goal was to have a business line enabled for voice mail when it wasn't the primary line (and that works) AND to allow that line to receive texts when it wasn't the primary line (doesn't receive texts until line is enabled).
Am I missing something - is this a carrier issue?

Indeed you should contact your carrier as they are in charge of your SIM's. Apple has nothing to do with this.
