In the latest Sequoia OS hot corners doesn't work as it used to anymore.
I used to rely on hot corners to reveal the desktop and interact with files and folders there. However, now, when I use hot corners, the desktop is still visible, but it’s no longer responsive—you can’t click or interact with any of the icons, only view them.
Going to Safe Mode and back to Normal doesn't help as well.

FWIW, I can say if you have any third-party antivirus apps or cleaning apps, such as CleanMyMac, those would be possible candidates, and should be removed. Even if they aren't the direct cause.
I turned one by one off, and it began to work; there was an app called Shortcut.

I am not sure if I follow up; what is the connection to Stage Manager? or Tiling windows?
A feature that used to work very well is that when you move the mouse to one of the corners, setting up hot corners will show the desktop.
In the old Mac Os, when the desktop appeared, you could interact with the icons, but now you can't; you can just see them ( so no dragging, double clicking on them, or anything like that.)

I don't know why it's not working for you but if I set a Hot Corner to "Desktop", I can interact with folders and files. Sequoia 15.2.

Not that I know of. Of course it has to be something that runs in the background.
I assume you don't mean the Sequoia app Shortcuts, which would not normally be open and running.
