Organizing Files with Tags

I'm trying to organize product photos based off different sports using custom tags in the finder window. I've made custom tags for each sport and added them to specific images. In "List View" I've also added the column for tags. They appear there.

My issue is that these images are saved on a Data Drive. So, when I select the tag on the side column it's empty whether I assign the tag or a coworker assigns the tag to the image.

Is there a way for tags to work on files not saved directly on my mac?

Any reason why you're not using the Photos databased app for managing your photos?

You can add keywords to the photos, one for each sport and then create a Smart Album like this to assemble all photos of one sport:

That way you can have very specific keywords for the different sports (and people in them) so if you want to have all photos of basketball with John in them add the keyword John to those basketball photos with him in them and search for two keywords in a smart album.
