Unable to change region due to remaining funds in Apple account
I want to change the region, but I can't immediately because of the remaining funds in the account, write down the balance, there is 0.04 $

Before change region You need to clean your Account balance. You can do it by App Store purchase - in your case You need to fill balance for the cheapest App
or You can contact Apple Support, they will help You zero your balance.
