That is because TikTok has been banned in the US. We do not know if or when it will return for download.

Currently Apple faces a fine of $5,000 if you were allowed to download it and an additional $5,000 for anyone else as well. This applies to Google and Microsoft as well. The law imposing those fines has NOT been overturned. Congress has not overturned it and the Supreme Court has not ruled whether an Executive Order can eliminate the fines enacted by the law.
You will just have to wait and see how it turns out. The fate of TikTok is still in limbo as there has not been a permanent solution to the sale of the app or even if China would sell it at any suggested price.
