Konami Sports Club app unavailable on USA iPhone in Japan

I am in Japan with a USA phone number and country and region is USA and connected to Japan wifi.

Last year, I was able to downloaded/installed "Konami Sports Club" app. However this year, it is not available; even when I scan the QR code.

App Store Country or Region -

You may ONLY use the iTunes/App Store for the country in which you live as a legal resident.

You may NOT randomly use the iTunes/App Store designated for another country.

To use the App Store in Japan, you would need to change your Apple Account to Japan. That would require you to zero balance your account of any US funds, cancel all US subscriptions and provide a Japanese payment method.

The developer of an App chooses which region they want to make their App available and it is the region that is set on your device that determines the App Store you are using, not your current location. At any time the developer can choose to add or remove regions where they would like their App distributed. If the developer removes a region, you will no longer be able to redownload or update the app.

Using the US App Store like you currently are, you are free to download any apps from around the world including China and Russia as long as those developers have allowed the distribution of their app in the US Market. In your case it would appear that the developer of the app has removed it from the US market, which is why you see it no longer available.

This is actually very common as developers may have different rules and taxes that they may not want to support by allowing the app in that region. For example, in February, the EU will require additional information on the developers to continue to offer their apps in that region and they must submit a Trader Status report to comply with the DMA there. You can expect that there will be developers who are not willing to do that and the app will no longer be available there.
