Why is importing an esim via photo so difficult?

To import an esim via photo, one could think that "importing a picture" would be a smart way to allow that in the esim menu. Another way could be to long press on a qr code and see this option. But no, on this "pro" device, the only way to do this is to lock the **** phone, open the photos via the camera app on the locked screen, and then somehow the menu shows up. This only viable option sounds like a bug rather than a feature, but luckily this bug turns out to be a useful one. Why is this the way it is???
