I’ve used Apple Pay for a while without verifying my identity, and now it’s asking me to, requiring my ssn and drivers license, I could use it before without any issues, now I can’t at all. Why?

Federal banking regulations require that banks positively identify the their customers. The laws are known as the KYC (Know Your Customer) regulations.
The Patriot Act requires that lenders, banks etc obtain a confirmed ID.
