The person who sold it doesn't know the iCloud account. Hello. These days I purchased a Macbook pro 2021 with m1 processor and I was surprised that it was locked by iCloud. Is there any way that Apple can unlock my account?

Are you saying the person who sold it to you did not know his or her own Apple Account credentials? Apple may be able to help that person, but not knowing one's own personal account details will significantly diminish Apple's willingness to assist.
I recommend that you take it back to that seller and politely ask for a refund.

Thanks for your answer. I bought it from an auction site in my country. Unfortunately I don't have a right to return the product. Is there a database or somewhere where I can check if the product is listed as stolen. The police in my country have not recorded any attempted theft of that series. Maybe I can find the owner and maybe get some of my money back. I don't know. I wanted to switch from my i9 pro to that m1. It's sad
There is no centralized database that I am aware of; Apple certainly does not maintain any. I wish you luck in your attempts to find the owner.
