I found a 4th gen AirPods case with no AirPods inside. I tried connecting them to my iPhone via where is? But it didn’t pop up. Does anyone know if there is a way to contact the owner of the case since I’d like to return it.

A 4th generation AirPods case cannot be connected directly to your phone to identify the owner, only the AirPods themselves can. Although thanks to the Find My network, the case is trackable on its own by the owner. I would suggest handing in the case to an Apple Store, they may be able to help return the case to it's owner.
