You can contact Apple direct to clear your Account Balance, but you cannot transfer money out of the account into another one.

Contact Apple for support and service - Apple Support

Either buy something with a payment card for any payment in excess of the current Apple Account balance, or contact Apple Support and request they zero your Apple Account balance.
