The best and most efficient way to transfer pictures from your Mac to your iPhone is to use iCloud Photos synchronization. iCloud Photos makes the Photos Library on an iPhone exactly mirror the Photos Library on the Mac, so if you edit pictures, add comment to them, organize them in albums and folders, and so on, that all gets transferred to the iPhone, as well.
Set up and use iCloud Photos - Apple Support
Either instead of iCloud or with it, you can transfer small groups of pictures with AirDrop. These can be picture files in Finder folders, rather than just in the Photos Library.
Use AirDrop to send items to nearby Apple devices - Apple Support
You can use a cable to transfer, though, frankly, we see lots of problems with this older method.

I have only ever used a USB cable and Finder to transfer photos to my iPhones, iPads and iPods and I've never seen any problems with it. It works fine, metadata are transferred across so it's easy to find pictures using the search terms I've set up or EXIF and the Folder structure on the Mac is replicated on the phone which also makes finding pictures easy.

Congratulations. Most people don't have problems. That's not the same thing.
