How do I unlock an Apple Watch?

You basically wasted. your money on that one. Apple Watches must be prepared for sale properly using What to do before you sell, give away, or trade in your Apple Watch, or buy one from someone else - Apple Support. If this was not done (and it appears it wasn't) that means the watch is tied to the previous owners account and CANNOT be unlocked.

No. That's not how it works. Once the original owner sets the activation lock, only they can unlock it. This is a theft deterrent. You likely bought a stolen Apple Watch. Please be sure to read the link provided by rkaufmann87.

You can report this to eBay. They may be able to help. But Apple cannot.

Nope, as explained that is NOT how it works. Return for a refund and moving forward ensure that when buying used Apple products that they were setup correctly for resale. Also it is NEVER wise to buy used/refurbished Apple products from:

• Craigslist
• Marketplace
• Nextdoor
• Local PC Shop
• Friends, Neighbors & Aquaintenances.

It is wise to buy from Apple’s refurbished store Certified Refurbished Products - Apple or from a trusted reseller such as Macsales.com. Consider this a lesson.
