Find My iPhone circle movement discrepancy

Leave my boyfriend says he’s sleeping but when I go to look up his location, his circle is moving a little bit. Can the circle in Find My iPhone move if the phone’s not moving?

Yes. The circle is an estimate based on cell tower triangulation and proximity of wifi networks. It is not 100% accurate.

For high accuracy, GPS location requires a clear view of the sky.
