Until the tag is removed from the “other” Apple Account by that Account Owner …
… it will remain unavailable to be added to any other Apple Account.
Did you purchase this Apple AirTag directly from Apple or an Apple Authorized Reseller? ... or got it from another third-party source.
As Chattanoogan has already mentioned, if it is already associated with another Apple ID, it is not only used, but the owner did not remove their ID and you will NOT be able to use it until they do.
