AT&T and other carriers can use Wi-Fi to offload cellular traffic onto local carrier-aligned Wi-Fi networks.
As for what you authorized with your agreement with AT&T, check the fine print on the carrier agreement.
If you don’t want the offload, switch to a carrier that does not use that, or negotiate for that directly with AT&T.
Cellular iPads have access to the cellular data network but cannot make voice calls using the cellular network. You can make Facetime calls and perhaps calls over WiFi is supported by your carrier.
