Okay so if I buy a visa gift card and I wanna buy an in game purchase like on dragon ball legends for gems. Do I add the gift card to my wallet and it would charge the visa or will it charge the American Express that I also have in my wallet.

I believe you would need to add the payment method to your Apple Account. Apple Wallet lets you add cards so that you can pay retail stores, restaurants, gas stations, etc. with your phone, but I don't think that it is where you set up the payment method for the App Store and iTunes Store.
