I forgot my password. iPhone got locked. I don’t have iCloud backup. All my data will be lost if I do reset with suggested option on official site. What should I do? I’m so frustrated that I’m the owner, I know my cloud id, but still don’t have any normal option to prove that me is the owner and I need my data 😭

Are you SURE that you don’t have an Automatic iCloud Backup ? 🤔. It is — after all — iOS’ default setting.
Regardless … without your phone’s passcode … ALL info currently on the phone is — and will remain — inaccessible to all (including Apple).

Any data that was not backed up or synced to the cloud is gone. there's no way around that.
