iPhoto not enough local storage
I would like to empty trash but am not seeing Deleted Photos Album in iPhoto

Are you asking about the Photos.app? iPhoto iso longer supported on macOS 15.
To find the Recently Deleted album on your Mac, use the "View" menu in the main menu bar or look in the sidebar.
Recently Deleted album will only be shown, if it is not empty.
Then go to the menu "View > Collections > Utilities (Others) > and look for Recently Deleted. It will be prefixed by a thrash can icon.
